    From the wikipedia article for "And you are Lynching negroes". It was a phrase sometimes used by the USSR's government in response to American claims of human right abuses

      There are maybe three ways to judge how a government is doing:

      1. Compare it to what came before it
      2. Compare it to contemporary peers
      3. Compare it to some idealized state that currently exists nowhere

      And if you're doing number three, the only way to do it honestly is to hold all governments to that standard.
