Because good design makes the lives of your people measurably better, thereby... uh... giving you dominance over them? Because you did what they want. Because your power is dependent on popular approval. And that's bad and a dictatorship and undemocratic. Right.
here in FREEDOM WESTERN DEMOCRACY, we get the people's approval by creating several parties, each in an arms race of getting worse every year, as long as they are 'slightly better' than the other party. Nothing gets the people more involved in democracy than being in constant fear of descent into barbarism😁

This map was put together by California Rail Map, led by Alfred Twu, which combined existing proposals from high speed rail advocacy groups around the US. Twu described his process for the Guardian:

While the US does have some high speed rail lines
It's literally a single line, it's not even plural. And it's only one segment of that line.
He missed a very critical point, and that its dangerous to fly to Xinjiang and Tibet due to high elevations. That's why they did high speed rail despite it 'not being profitable'. Its the only fast solution that is possible to use safely in bulk. China has actually had a surprising amount of politicians and top level business people die to this problem.
Nowadays they have somewhat alleviated the flight issue through Xinjiang by leveling out some banks of some rivers but this mostly only benefits flights from Central Asia to Xinjiang. Airlines are basically forced to only be near these rivers and valleys because flying over the mountains is so dangerous. In Tibet, they have done similar. If you look at flight paths from Tibet that have specially outfitted planes that go over very specific paths over rivers, where if the plane motor goes out they always have a river in sight to land in. But the nature of this is that you can't have it in bulk and can only be during good weather days.
One suburb to another? We go from work to home and back to work and that’s how we like it!
