It's not as straightforward as you make it seem. Just take a look how the Indian government has reacted to events perceived as aggressions:
China has been building military infrastructure in disputed territory, there was a conflict in Galwan and yet the Indian government responded by just banning some Chinese apps. On the other hand, the Indian government launched surgical strikes in Pakistan occupied Kashmir a couple of years ago in response to Pakistani terrorists attacking an Indian military base.
