When Tito died they accounted for something like 6% of the country's budget and came with no strings attached, under Milosevic they exploded to over 100x their previous size and started coming with market liberalization requirements. Yugo wasn't perfect but worker self management was IMO a legitimate path to socialism and much like the central planning of the USSR the people who built that system were betrayed by a generation of liberal monsters who got into the top.
