looks like it is actually happening though. You can apply from now till December of next year.

    It's possible people didn't file taxes those years. In that case, they'd basically ask for proof of income similar to what you'd use for taxes or an affidavit stating you made no money and did not file.

    Edit: Also definitely still file even if you made no/very little money. You'll have a much easier time and probably still receive a "refund."

      yeah and you can file your taxes for previous years and say you made no income. That is what some people did to get the stimulus checks as well
