      They looked at old Heihachi* and lazily worked their way back from there. I had always assumed he maybe styled his hair similar to Kazuya before he went bald on top. No, he just always had that same shape. To be fair, the later Tekken games kept trying to top themselves when it came to coming up with hair styles for new Mishima characters

      *Also, you'll notice his eyebrows and facial hair don't look nowhere near as weird
