If technology is unreliable, it will either be motivation to not let it get to that point, or it will be flexible/vague enough to allow mass round ups of people.
Yeah I meant to focus on my stakes point but got distracted. What I meant to mention was that its not like cops are in any actual danger at any time. If their tools don't work they don't care - maybe the case goes unsolved, maybe they get the wrong person, doesn't matter they get paid and they still get to harass people.
