Fascists planning to takeover the police next in Italy then. They have political power but they need violent power and don't currently control either the police or the military. Terror attacks on police would have a significant effect, it would drive internal conflict over what to do, drive people that aren't supporters into either silence or conflict with those that are, out them for targeting, and it would become a situation in which only fascist sympathisers continue to join it.

With political power on their side the org could be quite easily taken over with a few such attacks. Scare the ones out of the bottom and assassinate various parts of the leadership until you get fascists in charge at every level.
