    The "Liberal Democracy Index" is atrocious in just about every way you can expect a State Department metric to be. The apartheid state of Israel is considered a full Liberal Democracy, while Brazil, South Africa, and Colombia are all placed in the tier below it of "fragile democracy". Mexico and Bolivia both rank below Burkina Faso; the latter of which is ruled by a military government. Similarly the military-ruled state's of Egypt and Mali are ranked higher than Venezuela, Cuba, and Nicaragua; so to is the UAE which has not democratically elected institutions whatsoever.

    The metric is a statistical mess of P-hacking to get the result they wanted. Ideologically is follows the familiar patterns of adherence to state department interests = good.
