    assuming roughly 4 million of the 6 million population are licensed drivers, that's nearly 1 in 5 drivers… and those are just the ones that have been caught in the last year. what is going on in wisconsin

      They have European drinking culture without European public transit. So they go to the bar or the supper club, get sloshed, and then drive home. Also, alcohol sales end at 9 pm statewide due to lobbying from the tavern league. They basically want people to drink and drive there.

          It's a statewide lobbying group on behalf of bars, pubs, and supper clubs that has a surprising influence on state politics in Wisconsin. They're the main opposition to cannabis reform as well as the reason behind store alcohol sales being cut off at 9 pm daily. They want you to go to the bar, and for most wisconsinites, that means driving.
