I checked out the Wikipedia article for the famine because it's the easiest source to find and it is full of brainworms of course. But if you read between the lines it was first and foremost caused by material circumstances. North Korea simply cannot grow enough food to sustain itself. If you then suffer horrendous floods and the fall of your most important trading partner you get a famine. That is without including the sanctions and the catastrophic war that happened a few decades earlier.

Also it's pure propaganda, let's find our meat mountains to stand beside the North Korean for a photo op.
