Those who don't want to go along the neoliberal economic system in Eastern Europe where deemed as "homo sovieticus" and therefore it's their fault that they starve, are homeless etc. They literally throw milions of people out of work and forced them into poverty, and after that they grinned "you see communism doesn't work". Not surprisingly, the average Belarusian is not too keen on it, well, except for the bourgeoisie in the big cities, you know.
