It's a fairly cheap sport if you live within 3hrs of a lift. Though that's changed–I'm seeing lift tickets that went for $10 about a decade ago now going for $110.
I know Mt. Ashland in Oregon near the California border is operated by a 501(c)3 on a mountain owned by the nearby town. Prices are not particularly low for what you're getting, though.

Actually, near where I live, not every lift is resort owned. Some are municipal and they don't try to squeeze every cent out of you.

Yeah I mean when I was a kid in the northeast tickets at mountains were like $20 but that was thirty years ago
Yeah, that's probably a thing of the past.
It's also ecosystem-destroying.
