Basically that character is the final boss and towns people agro onto anything attacking you and kill him. The end of the game cutscene is just waiting in the flag for gandohar (that guy) being dead.
The games code is notoriously bad but its part of the charm.

I feel like more games would be improved by witnessing a posse of random townsfolk give the BBEG the boots until he's dead.
