This has been bound to happen for years, there have already been several derailments for similar reasons, just not containing tens of thousands of liters of hazardous chemicals. The strike was really way past the point where something needed to be changed about the operation of these trains. My brother and one of my close friends have both left the railroad industry in the last 3-5 years, and they would both talk often about how dangerous the trains were becoming. They were both safety inspectors, one a rail inspector and the other a traincar inspector
There's a good episode of The Antifada with Justin from Well There's Your Problem, who is a big trains nut. He goes into detail about how the rail service has been in a tailspin for decades now.
