You can tell if wood has been treated by the puncture marks along the outside, I can't say I've ever seen a pressure treated pallet as they're largely seen as disposable and don't usually have a long enough life span to justify the extra cost.
They should be labelled if the wood used for the pallet was treated with carcinogens. There's some good info online for identifying the type of wood used if it isn't labelled.

While it's possible that a pallet has had carcinogenic stuff leaked onto it, it's not really likely.
