At a press conference last month, Tortuguita's family and attorneys said that the Georgia Dept. of Public Safety, which is running the non-independent investigation of their own officers' shooting, has refused to meet with them at all.

The scandal-prone Georgia Bureau of Investigation claims Terán shot first before being cut down w 13 bullets - but bodycam audio from APD cops within earshot indicates all shots were consistent w/ fire from rifles w suppressors carried by State Patrol.
