The Information Clearinghouse on Developmental Disabilities Advisory Council mandated by Florida Statute 383.141, was created to advise the Department of Health on establishing and maintaining a clearinghouse of information related to developmental disabilities on its website. Entitled Bright Expectations, the clearinghouse provides resources and information on developmental disabilities for pregnant women, health care providers, parents and families.

The Information Clearinghouse on Developmental Disabilities Advisory Council is mandated by Florida Statute 383.141. The council is composed of health care providers and caregivers who provide health care services for persons who have developmental disabilities. The council consists of nine members, serving four year terms, as follows:

Three members appointed by the President of the Senate

Three members appointed by the Speaker of the House of Representatives

Persons also received an "Autism Acceptance Award" in 2022 for raising $300,000 for Family Initiative, a nonprofit run by an ABA (Applied Behavioral Analysis) provider that provides ABA services. ABA is commonly seen as "conversion therapy" and "torture" by many autistic people.

Persons-Mulicka's bill is especially harmful to autistic girls, women, and AFABs in Florida, as this demographic experiences higher rates of sexual assault, abuse, and rape, per studies. A 2022 study in particular noted that 9 out of every 10 autistic women - 90% - have reported experiencing sexual assault or rape at at least one point in their lives.
