I don't know if this is what's being referred to, but McGill is home to a kind of espionage arms race between China and US intelligence. McGill collaborates with Chinese scientists, and has done research for the People's Liberation Army. In turn, the FBI and CIA have put spies at McGill to monitor Chinese research.

They did MKULTRA on victims there (only Canadian school I think)
They have the most politician alumni out of any other school by a wide margin
Used to be Canada's best school until the increasing amounts of Asians brought up the reputation of schools with rigorous STEM programs like University of Toronto
