Calling "race science" is a bit weird, since the testosterone limits in this case are only being applied to women with XY chromosome related disorders of sexual development. Its only "race science" if there's a false belief involved from world athletics that people of African ancestry are more likely to have XY chromosome related DSD.
To me it looks like an unjust attack on the right of AFAB women with XY chromosomes to compete in athletics.
But that's not what most people think of when the term "race science" is used.
The IAAF also annulled records or banned quite a few European athletes in the past over similar things. Ewa Kłobukowska's gender identification test in 1967 is probably the most infamous example of this. Led to a whole change in Olympic policy. Very sad that they still have not issued her an apology.
