I may be wrong but I don't think congress can make a law just for Joe Smith.

So yeah the text of the tiktok ban actually has nothing to do with tiktok, or even social media. Just gives the executive power to ban a wide swath of desktop and mobile applications associated with a foreign adversary. It was never just going to outlaw tiktok.
