Yeah, most people of Italian heritage here in the US are descended from people who left Italy prior to its unification, and Italian-American culture largely coalesced here in the US. In Italy, the city of Vicenza has that stereotype for some reason (probably a historical famine or something), maybe it's related.
i have no idea, this is has been a free-floating (but rather rare) meme all my life. no idea where it came from. nobody uses it seriously.
