The official tally was 800ish people (edit: latest tally is 695 israelis) who weren't acting duty soldiers or police but there is no accounting how many died from israeli's hannibal doctrine and a large number of settlers will have had military training and weapons at their homes.
Settlers being in occupied territories is a war crime specifically because civilians shouldn't be in war zones. israel is responsible for every settler's death.

Probably largely veterans, since Israel has compulsory service for all citizens over 18
I always have to wonder if people would count ex hamas members as civilians. Given that they count damn near every man/boy as hamas I'm guessing no.

early on it was just shy of 400 military and police but that was before the 200 Palestinians were identified and the total went to 1200. Looks like in December the official count changed to 373 military and police and 695 settlers.
