a lot of the replies saying that it couldn't be a molotov because it's a mineral water bottle (molotovs aren't made with the drink's contents. even grain alcohol isn't reliable for creating a weapon) or because the paper isn't sticking out (it could have just been badly made) or because it's empty (there's a clear liquid that could be kerosene).

the actual reason it's not a molotov is because the NYPD always lies.
