      Isn't this how you do pest control, which dogs fall under even in the west sometimes but especially in a place that has like an actual stray dog problem?

      I don't mean this to denigrate the taliban and :im-vegan: and all but this feels like we're kidding ourselves

        I think Kabul just has loads of stray dogs.

        The taliban are not an example of a thriving bureacracy

              You don't really have to organise rounding ups if you just give a kill order for a nuisance. The how is "however you see fit" and the who is "whoever feels like it".
