Seriously, killing the driver to spare the pedestrians is the only action that makes sense in a "runaway vehicle" scenario.
It's not even guaranteed to kill the driver. Cars are literally designed to slam into a solid wall and keep it's occupants safe. The car sacrificing itself to save pedestrians is the ideal solution.
Yeah cars are super safe these days. Slamming in to the guard rail or something is probably the best case scenario most of the time.
