The commune always needs swales for contour planting and water collection. Swales take a lot of digging. Depending on the soil, one labor hour is up to 30 feet of basic swale.
Also ground leveling for construction, excavation for root cellars/storm shelters, and planting tree saplings. There's never a shortage of digging to be done.
