you are correct to doubt that claim. its from a kremlin source that states 10:1 losses in terms of "irretrievable losses". it is likely exaggerated, as are western claims. since equipment loss is likely calculated in that maybe 8:1 or so in terms of casualties, but still, this war is disastrous for nato and we're all just guessing at numbers
