Its the back of an older string of buildings that's across from an ill-maintained walking trail.

Houston commissions some street art in downtown, but it tends to be that Corporate Memphis style. This wall has a bunch of different styles that change from month to month, so I'm inclined to believe its just a bunch of particularly talented graffiti artists having fun.
