Also if you're going to reserve space for parking why not use it as a buffer for the bike lane? Hell make the bike lane a bit narrower, have parked cars as protection. So wildly stupid.

Yeah, that's what makes sense, but this is just relining on an already existing road. That wouldn't leave room for cars to pass each other.
