That is very uncharacteristic of the United States. Their usual response would be to escalate even more because they smell weakness in any country sharing a concern with them.

That was my immediate suspicion.
This is very strange given how the US usually acts, so I think this is either not true and they didn't remove them at all or Russia only knew and complained about some weapons and the US left the rest of them in the Philippines.
