Okay, no DNS, everyone just saves the IP address of the server in France and it never changes. Idk if the Americans could force the French government to cooperate and get them to seize the servers or get the cloud server provider to do the same..... but I don't think it's unlikely. But an enormous amount of internet infrastructure is in the US or administered by a US company and we know from Snowden that the American security state has implants all throughout internet infrastructure.
