For all of its numerous faults Shadowrun has way cooler implants with far more interesting world implications. Not everything is designed for combat and murder
You got things like taste or scent boosters so you can enjoy food better or deal with stinky things. There's sleep regulators, internal air supplies, a lighter in your fingertip, systems that let you plug in chips to instantly know a language or skill. Stuff that would actually be rad to have instead of "arm with gun"

Shadowrun is dead to me since the CGL accquisition. NOTHING newer than SR4A exists in my head, and even that needs either no matrix or heavy, heavy homebrew. FrankTrollman(pbuh) has the most interesting delve into the "why" of netrunning that I have seen with his "Ends of the Matrix" splat.
I also feel you are kind of misrepresenting what I've seen of the setting, but it could just be part of the overall tonal shift from 2020 to RED.
