    I don't know that it makes them look bigger so much as makes them look shinier when they're moisturized, which conforms to our current affection for the stylized sense of "comic book jacked".

    from the 40s-80s, mass media and it's adherents were obsessed with increasingly gigantic boobs. the 80s were the high watermark as augmentation reached a crescendo. 20s later, big boobs are still a thing people do, but it's much more subdued than it was.

    very few aesthetic trends are eternal/universal, though they absolutely come across that way near their peek. it's only later recognized as some kind of weird phenomenon.
