Not Ukraine, but Russia. The 4 main producers are US federal reserve (us gov not allowed to mine more and must sell reserves), Russia, Qatar, and Algeria. The shortage has been going on for over a decade at this point, but it still isn't "economical" for us businesses to increase helium production yet.

The helium source is in Russia, it produces like half of the world's helium I think
