I think they're saying they don't think the IDF is actually shooting them, but that any shooting sounds you can hear are just rounds blowing up in the fire
the claim is that the ammo inside the tents where refugees are living after being displaced is exploding, not that they're being shot at. looking at the comments, the argument supporting that claim is basically "this doesn't sound like hollywood movies i've watched"
