However it comes from an odd place, since he basically holds an odd understanding of historical materialism, in which because society has in some places fully fallen apart, the world needed to go up from a slave society to advance.
His reason to conquer the NCR is not because he thinks they're bad (in fact, he praises what he for example sees as the dictatorial tendencies in the society) but because it'll create a synthesis between the Legion and it, creating a stronger third, with New Vegas as a new Rome.
He's a fascinating character and I love him, which is why I kill him every playthrough
Yeah. I still would have slaughtered every legionnaire to save Benny like I did today (I'm replaying the game)
...but I digress. We probably can have a reasonable guess at how such a society would look. Militaristic, with legionnaires on every corner - but the locals enjoy it.
The men, at least - there's probably be a handful of free women from isolated communities or military wives. Ghouls, Super Mutant etc. probably regarded with hostility, if not outright killed.
There'd probably be hilarious amounts of infighting and some very loosely organized and weak anti-slavery movements?
There'd be tension between Legion Nationalists vs those who in spite of all try to retain tribal identities.
Also, in spite of his quasi-Nazbol ideology, it's likely that an aristocracy would start forming due to the state's heavily centralized state structure?
