Is this the Two State Solution where Palestine is an independent country or is this the Two State Solution where Saudia Arabia functions as the Local Administrator of the remaining Palestinian territory for Israel (instead of Hamas, Palestinian Authority, etc)?

There's been a plan floated where there's a Palestinian "state", but actually UAE or another Gulf State runs it. My guess is that this news is along these lines - Saudi Arabian leaders don't give a shit about Palestine (look at the Abraham accords).
