Yes it's going to be on the concrete foundation. I will put down some rubber matting over plyboard so it's not just straight hammering on the foundation but that should be another $50 or so.
The only reason would be structural. If you don't have a basement, or the flooring in the house can't take the weight of the plates. Otherwise it's 1000% worth it.
I bought my rack about five years ago when we moved into a house that had room for one and I love being able to lift whenever I want. I don't have to pay a monthly membership, wait for an open rack, wipe up someone else's sweat, or any of the other annoyances of a gym.
Do it. You won't regret it.
