Admittedly, I don't have patience for NYT, I believe all of them should be thrown into the or face Nurmberg Trials Part 2, so I didn't read very closely, but it sounds like the archivist is just refusing to do their job for this document so that it can't get passed into law, or something like that?
Any normal human would get fired for saying "I don't like this document, so I'm not going to do my job", but I guess rules are different when you're a politician
And Biden etc. won't even do anything about it, because his party loves defeat
