With the victory of the Movement Towards Socialism (MAS) in the Bolivian elections on October 18, the de facto coup government presided over by Jeanine Áñez, has requested visas from the United States for its officials according to a US-based network.
At the very least they need to declare the coup regime illegitimate and that they have no responsibility for any actions of the regime, including the IMF loan.
You need to have military might if you want to play that game. Not sure if they're ready for that considering their military seems to be prone to a coup at the moment.

One thing I'm not clear on is can't they just pay the IMF loan straght back? I don't think the government has had really enough time to spend it.
