The Parks Department supervisors are definitely aware of her for that reason. I even made the effort with them to call attention to it and the fact that she's pulling out so much debris every day. The same NIMBY bloc she's a part of also wants to reserve that lake for fishing despite the fish being inedible due to pollution from the road next to it.
