They wouldn't even discover the original outbreak. That 17 year old girl was entirely asymptomatic, the infection was discovered in a routine test.
Yes, that means they are randomly testing asymptomatic people without any known contacts. And these people aren't prime ministers or presidents, they're normal factory workers from a supposedly genocided ethnic minority.
