It was conservatives who demanded that Pennsylvania count mail in votes last. I think the situation is the same for Georgia as well.
They know that mail in voters lean blue, so they're intentionally trying to put off getting their votes counted early specifically to dovetail in with election fraud conspiracies and legal attempts to nullify votes counted past election day.
Elections offices have been trying to get permission to count mail in ballots before election day, but in many red states, they've been stopped from doing so, with no good reasons given.
Isn't the governor of PA a democrat though? I'm not from the US so I'm not really aware of how this kind of thing works, but wouldn't he or his party have the say?

Good question, also consider:
elections are usually seen by the secretary of state, who may be from another party
Democrats are not good at their jobs, and generally should not be depended on to put up a fight, even when it counts
