Americans believe fighting wars are bad not because we end up killing millions of innocent people in the invaded country, but because we could lose thousands of US soldier lives. Americans didn't turn against Iraq when it was discovered there were never any WMDs or when we were slaughtering Iraqis, but when the US troop body count started adding up and the war was seen as a "loser". Same with Vietnam. Sanctions are the perfect form of warfare for the modern American. It doesn't cost a single American life. And it dovetails nicely with the American Protestant view of the world that people are responsible for their own choices. Don't like the sanctions? Well just choose different leaders and the sanctions will go away! It's that easy!
