Seconded, zLibrary (b-ok.cc) has quite a lot of books, and you can even use TOR for titles that get DMCA'd.
I'm gonna say the [Imperial Library or Trantor ](trantor.is) and [Open Library](openlibrary.org) are the closest to that because you can read books without downloading. Other than that, [Library Genesis](libgen.rs)
libgen (for older texts) and mobilism (for newer) are the two that come to mind.
I read 3 or so books a week (trash only) and mobilism.me almost never lets me down
