It's amazing what a bad policy it is. All the comms in the screenshot are empty, and if you go to the site and look at the list, the majority of comms there are highly specific and either empty or being used by exactly 1 person. There's a reason that Reddit didn't have user-created subreddits for its first 3 years.
On most other instances they let anyone create comms
