It's amazing what a bad policy it is. All the comms in the screenshot are empty, and if you go to the site and look at the list, the majority of comms there are highly specific and either empty or being used by exactly 1 person. There's a reason that Reddit didn't have user-created subreddits for its first 3 years.

Edit: thought I found how but it doesnt appear to me like that
click the three dots next under ur post and click “edit”, at the bottom of the edit page there is an “nsfw” box; just tick that, add “(CW: SA)” to the front of the post title, and save the post
Idk anything about that instance, but it seems like they don't want porn, trolls, or whatever the fuck school uniforms is. Not sure why it can't just autohide nsfw and leave porn optional for the users, but it's their instance and they can do whatever they want. Except whatever schooluniforms is lol that just sounds creepy af
