How can be block the budget? Don't all republicans and most democrats in the Senate want to pass the largest military budget in history? Why does it matter that he votes against it?
Filibuster. He can hold shit up and cause problems, and it makes them look bad if he's up their slapping his dick on the podium yelling "I demand a vote on giving the people a pay rent and buy food check"
Also the senate runs on a system where they handwave a ton of procedural rules and stuff but they can only do so with consent of everyone in the senate (when you hear about them fast-tracking judges and stuff that's what they're doing) so Bernie can force them to go through every single procedure if he really wants to be a huge pain in the ass
