There's several options in a handful of issues. As far as I can recall (might have changed a bit since I was last doing stuff) none directly abolish the police as such, more common are options to completely abolish courts and judiciary.
Scroll down to law and order, you want courts abolished and prisons abolished to get what's effectively no police force. Look for options that suggest/outright state that.
Ah nice if I ever get back into playing a decent amount I will send over a puppet. It's a fun game. I love writing factbooks for my nation myself but there's loads more to do.

Don't worry, I don't think its the only one and with the exception of chain issues they all repeat as long as your nation is valid for them.
